To be honest I can't see how it could be from a pavement adjacent to a road. Maybe you mean at the end of the pavement on the entrance to the Prince Charles Centre http://goo.gl/maps/B0Ac7 off Scott Hall Avenue. However I can't see how unless you had a 15ft step ladder
