To resurrect an old thread....Thought I had this cracked when i discovered Marshall's Mills had a a water abstraction and return to river shown on our works plans. Unfortunately the extraction takes place just upstream of the tower, roughly where that bump is in front of the mystery tower.

I've been thinking about your interesting post above, Cardiarms, and wouldn't give up the idea quite so quickly. If Marshall's had a pumped supply from the river, the pumps should have been nearby, as pumps of that period didn't like drawing over a distance, unless they were level with or below their water supply. The respective heights of the river and the mill would indicate that the pump or pumps should have been close to the river bank and not at the mill.The "mystery tower" site is handy for fuel supplies by rail, could there have been a valid reason for the intake to have been ( say ) fifty yards upstream?More head-scratching is indicated!
