Hi Leo.
Completion of the installation of the windbreak is probably within the last month although it seems like it took several months. I think it is so substantial that it is likely to be considered a "vehicle break" too. I'm not sure it would resist a 7.5T vehicle though and almost certainly not anything heavier. From the road markings on the photos you can also see that they surprisingly widened an already fairly wide pavement at the Victoria Bridge end of the break which makes it even more difficult for traffic exiting Water Lane at busy times. The only logic I could see in it is if they had put a sunken cycle lane on the pavement side to offer cyclists the windbreak protection too but they haven't done it. Yet!
