Is parking in the Dark Arches to be banned?

This sign caught my eye when I was in the Dark Arches area today (December 23 2015). It is near to the Neville Street entry/exit. It seems to imply that parking will no longer be permitted anywhere in the Dark Arches, so presumably also in the areas under some arches that are used for car parking. If parking is to be banned I assume it has to do with the soon to be opened Leeds Station Southern Entry/Exit.

I've always been amazed in recent times that it was still allowed. The risk of terrorism must have been huge.
