Is this just a surface water drain into the river at Leeds Bridge?

The photo (taken July 8 2013) is a close-up of what seems to be a drain into the River Aire at Leeds Bridge. I'm guessing it may just be where collected surface water runs into the river, but it is an interesting feature (also with its currently pretty flowering shrub!). I've looked at some maps but they do not show such a small-size feature, the location of which can be seen in a photo that I will post next.

This is the photo that shows the location of the drain (?) feature. The view is from the Swinegate side of Leeds Bridge. I took the photo on July 4 2013 and had done a close-up view then but it did not come out well, so that was one reason why I went back on the 8th. I took the photo here at 11:32 so ignore the clock as that seems to be stopped!PS. I like the sudden change in the brickwork of the building where the feature is.

I think that is around where one of the old chantry chapels stood at one time,although I don't think this part of it as it looks Victorian.

A pump house also stood o the site, pumping river water up to the reservoir at the top of town. Don't know if it's related. Also at one time I think there was a goit overflow around there. Again I could be wrong.
