The council can very rarely reject a planning application, because if they did and the secretary of state overturned that on appeal, then the council would be liable for the developers losses and lost profits during the time of the appeal.Imagine what the claimed losses would be for a years delay on a supermarket.

Why do you think it's almost unheard of for Tesco to have a planning application rejected..?

I think there is a liability for legal costs in certain circumstances and these can be significant. I don't think there's any loss of profit liability. Could be wrong.

We all have our own opinion on things, which is how it should be. I do not like the Leeds Met structure because to me it looks (from a distance) like a building that is out of use and has decayed awaiting its destruction. I wonder if it will still be highly praised in a few years time, or will it need a decorative outside makeover which I suspect it will.When the CASPAR flats building was built on North Street it also won lots of praise but I did not like it as it looked like it was, a cheaply built structure. I was not too surprised therefore that it did not last long before it was abandoned being considered a safety risk in windy conditions. Oddly though I like the Opal building, which I know many do not.

Spending my day in a tall building which catched the wind fair and square, my first impression was this this structure had already suffered and was blowing apart!Strangely as time goes on, I'm finding it interesting to look at. Sad or what
