In addition to what Catweazel says, there is the point that now there is, in many areas (such as north east leeds, and possibly the whole of Leeds for all I know), nowhere for people who for their own safety have to be confined for long periods of time. Undoubtably there were many who could , with care, be released into the community, but this was not possible (well not possible if you care a damn for the people concerned) with everyone. Therefore many were left in limbo and, if they were lucky, they were accomodated in the private sector, as likely as not miles away from where they consider home. This is not to criticise the care that the private sector are able to give, but involves large sums to buy accomodation while the NHS boards (or whatever they call themselves now), and private builders, make enormous profits from the sale of land and facilities. This later was folllowed by the PFI scam.
