Where is this Benchmark?

This is the photo (taken on July 11 2013) looking across Lower Briggate that shows the location of the bench mark. Of other interest a narrow blocked off area can be seen in the photo just left of the bench mark. I wonder what (if anything) is known to be behind it. Whatever it is/was it has a drainpipe running out if it!
