Advertising on the pavements

Has anyone seen the advertising jet washed on the pavement in and around city square?Did I miss a meeting and vote that allows someone to sell advertising on the pavement?    
Ravioli, ravioli followed by ravioli. I happen to like ravioli.

Is it legit? Someone did it in Headingley and got fined.
