I'm not sure if that is what it means. On the EPUB version (which is easier to read and can be downloaded to your computer ( you have to register (free) to read it), it says that "School Close Bridge is highly useful for foot passengers". that doesn't necessarily exclude non-foot passengers, though it certainly isn't clear.
