This is the old Weights and Measure offices (IIRC) but I think the Manpower Service Commission (MSC) were disbanded in about 1987.

On the corner of Broomfield Terrace and Chapel Lane. Originally two corner shops, knocked together to be Chapel lane Stores for years before closing and being turned into student rentals.
