The padlocked box gives it away. Have a look at the box and it may well have a sign on it to the effect “Traffic monitoring survey. This camera is not for enforcement”Aa lot of these are carried out by a company called Count on Us. http://www.countonus.co.uk/

I started the thread on the Taxi nuisance on Boar Lane, it was 12 months to the day and the nuisance had moved to the East Bound Headrow when the YEP actually reported on it.

If it is a traffic survey, potentially related to a future introduction of a congestion charge, then the corner of City Square seems an odd place to put it.Isn't this area meant to be public transport and taxis only? There only congestion there is in Leeds is of the councils own making. Better timings on the traffic lights and some actual enforcement of existing laws (ie no parking on double yellow lines on the loop at 5pm - there are almost always two or three cars parked on Quebec Street at 5pm for example) would eradicate most of the congestion at a stroke.Switching things so inbound traffic gets priority on a morning and outbound traffic does the same on an evening would be a good idea too.But perhaps that isn't what is wanted?

Not sure how well this will show . Taken from the top deck of a bus. There also appears to be one on the corner of New Station Street but that was noticed from the bus turning into Mill Hill. I agree with Ravey that other than exiting access on/just off Infirmary Street then between 11.00pm and 5.00am there should be no motor vehicles other than buses and cabs so the point of monitoring traffic congestion would be non existent. Anyway I think congestion is monitored by an orb on top of a pole in the vicinity of Flares. I might have a few spare minutes on Monday to wander over and have a read of the label on the metal case and the notice that appears to be on the lamp post to which it is secured.

As I thought I did have a few minutes to spare today. However to prove the mobility of the cameras and maybe due to the notoriety of them courtesy of this thread both the City Square and New Station Street cameras have been moved within 73 hours of my last sighting
