Well you have my a bit stumped now Si.I don't know the answer to that myself.It's possible it was a film prop. Also it's possible it's always been there.

Wild guess - could it be an earthing point for the track?Chanced upon this -http://www.tramway.co.uk/smx/photos/pho ... 888another box clearly in view and if any one remembers, in the backgroung is the old chimney from the coal fired boiler house at Seacroft Hospital, tall, black and a bowler hat on top!
