Also now-a-days they need a licence to move waste (inc scrap) and it is very doubtful they will have them, so they are breaking the law!! My understanding is that to be legal, they should have a Waste Carrier's Licence, and issue a Waste Transfer Note for each collection. We all know this isn't going to happen! Once again, (expensive) legislation hits the law-abiding people while the dodgy types it's meant to legislate against just ignore it and get away scot-free. Meanwhile, the government rakes in the new income - thanks very much! What a country...we're being run by solicitors and insurance people.

There was an old skool rag n' bone fella around Hyde Park and Little Woodhouse, he shouted incomprehensibly and was on a horse-drawn cart just like a real rag and bone man. Can't remember the last time I saw him but I'd say 2005 or even later, he may well still be going around! On a slight tangent, why do YEP sellers not shriek "Fiiiiinallll PO!" like they used to? Is it some byelaw?

Of course, all this legislation (and land-fill tax) actually increases fly-tipping. The government seems to think that if you pass a law, the problem goes away. There's laws against murder, but it still happens!£300 fine for drink-driving - £800 fine for putting your bin out on the wrong day - help! Stop the world, I want to get off!!!

Of course I was kidding. CF was as bent as they come. The only bit of paper he was interested in was the one he could pass over t'bar of t'Albion...BTW, I'm fully in agreement of your assesment of the red tape society we live in. After all, only 20 months for the pervert that Sharon Mathews had a lucky escape from..

There was a rag man who used to go round the Yeadon/Guiseley are on his 'oss n cart who was known as Gypsy Jim.He couldn't speak properly so his shout came out as a grrrraaaaaagggghhh! He lived in a caravan down the back of Yeadon High St.(near the joke factory) in a yard owned by Brayshaws who made travelling showmens caravans. He lived with his mother who was a proper old fashioned Gypsy lady. He still lives in the area and I saw him recently. He can be classed as an all new rag and bone man as he has upgraded from the horse and cart to a nice shiny mobility scooter(don't think he'll fit much in the basket though)
