Where are these small pillars to be found?

I took this photo of these small ornamental pillars on August 2 2013. There is another group of three further along the building, which is in central Leeds. I have walked passed countless times but had never spotted them before!Edit added later. I had not previously noticed the pigeon (that's not a cryptic clue, just a statement).

Looking at the stone work could it be where the council hangs out.?
No matter were i end my days im an Hunslet lad with Hunslet ways.

I was sure it was the Majestic in city sq, and if not that, the 'New Norwich Union' building there but just streetviewed and don't see them

It's neither of those, though I agree it does have a look of both (I think the Norwich Union building is that at the junction of Infirmary Street and Park Row that has the bird metal work).
