The Latin inscriptions translate (roughly) as "Virtue rejoices in temptation" and "Industry overcomes everything". This suggests a civic building of some kind that is dedicated to moral uplift.

First coat of arms is for Morley, so i'm guessing Morley town hall. Not sure wher the second coat of arms is for.
