Wild guess, but is it the Arndale Headingley office block above the shops ?? If so picture might be taken from Meanwood Ridge area. I fear I'm way out, as there isn't enough visible housing, but just a try.

Same view looking down the valley into Town - nice aspectThe Kremlin/DSS at Quarry Hill is centre shot.I often look out for these vantage points and had assumed it would be the roundabout higher up. But with many, when you get there, the view you'd expected is obscured by trees etc.This particular one is part of a lovely network of cycle tracks/footpaths recently upgraded linking Buslingthorpe/Meanwood Urb Farm with Sugarwells and Meanwood Trail Headingley etc.Commendable LCC.
