I wonder if it has anything to do with the Leeds Philosophical and Literary Society? (that has no connection with our learned member Phill, as far as I know! ).There seems to be a bit lost between the faces of the two men on the right!

Yes this is in the library again Chris.It's just a case of trying to find out what the scene depicts now

It is on the back of the Leeds Pevsner book and all it says is "former municipal building", close up shot so no clue as to indoor or out.

Indoor in the stairwell entrance, see the pic above your post Close up of some of the carvings in Central Library. This can be found on the archway above the entrance to Central Lending on the ground floor.
