I thought I'd seen it on here before, and it was in some sort of industrial context, hence the guesswork.The stone carving is very interesting. Was there some sort of guilds building in Leeds at one time? The two blokes look like they may have something to do with gold or silver smithing, with the brazier, hammer and small crucible. Goldsmiths' Guild?

Goldsmiths' Guild?         There are all sorts of weird and wonderful stuff lying about the museum outside, I wouldn't say it was exhibited or documented, It's just 'there' and if it hasn't been engulfed by bushes and trees feel free to browse. Someone said on here they loved the museum for all it's 'eccentricities'' and I can think of no better word for it. Go early morning on a Saturday and you can feel like your the last person on earth. I jumped over a barrier and headed off into the bushes and found the long forgotten train and train shed. There are some huge gate posts dumped round the back with some huge rusty boilers, I'd bet those gateposts came from the same building as these carvings. Shame they aren't documented, but that's just one of the mysteries of Armley Mills museum

Maybe Tilly's royal coat of arms once adorned a government establishment of some kind, like a registry office? There's a similar old one in Skipton. It's probably Victorian (or even earlier?), as the crown on the top is a queen's crown (concave top, as opposed to a king's crown with a convex top.) These differences can also be seen on post boxes of different reigns.
