Postal rates.

I was talking to the lady in the P.O. today, saying how they were getting very expensive, when I seemed to recall that in the 70's when I did the post at work, there was a reduced local rate for the parcels if they were going within Yorkshire. She (a "mature" lady) didn't recall. Are there any other oldies here who recall this, or am I imagining it?
