The free hanging baskets have been a popular and well attended feature of Armley for many years now and enable people to brighten up doorsteps and window boxes which are a benefit to the occupants and people passing by. I don't know where the funding comes from but I think the people involved are all volunteers who help to keep various areas of Armley tidy and pleasant.
