Don't think this has been covered before...Martin Wainwright writing in the Guardian about a card game called "Leeds", designed by artist Robert Filliou.

The rules are fascinating, one of you announces a new initiative for the city centre, the first to shout its rubbish gets five points, you get a bonus point for outlining how badly it will affect traffic on the Headrow.
