There is some graffitti on the blue fence on Wellingto Street which seems a bit Banksy-ish. Anyone know about it?

Didnt we cover this last year steve when they first appeared or am i dreaming again??? lol.I seem to remember tall police men with long dog leads with people attached to the collars???
