pubs getting a re-furb

I've always being led to believe, though I have never seen documentary proof, that the reason for a lack of pubs between the Original Oak and the Hyde Park was down to a covenant possibly to do with the Earl of Cardigan.

I never lived on that side of Leeds but is it possible that it was because of the lack of houses near the main road as Pubs were usually built where there were lots of chimney pots ?.
