What low bridge is this sign on New Market Street referring to?

The arrow cannot surely mean to enter the pedestrianised bit of Kirkgate as even if a vehicle did and then turns left onto Briggate it still has to go on Duncan Street to get to Call Lane. I suspect I may be missing something obvious to others here! The photo is no longer there...
