I always assumed yellow lines were to speed up traffic by not parking on them,and ease congestion wrong. Leeds city council are concerned that the revenue from parking fines is down on forecast as we are becoming more law abiding. In YEP today. So expect a rise in parking meter charges.

I read that article in the YEP with incredulity.The "meter maids" might dish out a few more fines if they got off their favourite patch around the Park Square - King Street area and started enforcing the restrictions away from the pay and display bays, keeping the main routes flowing.Only a couple of nights ago, traffic coming into Leeds off the motorways was snarled up because yet another private hire driver was parked up outside the Hilton waiting for his fare, blocking the inside lane - yet there were THREE wardens skulking round the parking bays on Park Place / St Pauls Street / Park Square looking for people who'd gone a minute or two over.
