SecretLeeds - History, culture and architecture in Leeds

I have just come into possession of the item in the pic. It comes from a lovely guy who's dad used to work for Sammy Ledgards and who collected transport memorabilia.
I have not come across this specimen before, it measures 2" by 1", can anyone shed any light as to what it is / was / could be? definitely Leeds CofArms, transport? police? horse tram/bus tack? haven't got a clue.

Can't help with the badge at present Billy, but if I may digress who please was the Ledgard person mentioned - presumably an Armley employee but I just may know the family ??

Possibly something to do with LCT perhaps,a bus drivers or conductors I D ?

I have a picture in my mind's eye of these being worn on tram/bus conductors crossbelts that held their moneybag/ticket machines in the dim and distant past. Just a suggestion and I'm probably wrong.
