Roadworks - why?

Following the terrible earthquake in Japan in March, The Great Kanto Highway was left looking like this (top pic):Work began on March 17 and six days later the cratered section of the Great Kanto Highway in Naka was as good as new (bottom pic).Truly remarkable you might think, but what has this to do with Leeds?Well, North Parkway in Seacroft is having a bit of resurfacing done, a few traffic calming measure (extended kerbs and speed bumps)and a bit of street furniture installed - and parts of it have been closed for months! Whole sections have been left with the top layers of tarmac scraped away for weeks with no obvious signs that anything at all is happening. As far as I'm aware there has been no earthquake in Seacroft, so your guess is as good as mine as to why it's taking so long...Why do roadworks in this country have to take so long?It's a funny old world, isn't it?

Those pics are fake BTW or at least presented out of context. I dont have the link but it popped up on failblog.org not long after the event with the corerct story behind the pics.No idea about roadwork being poor in this country. I commute daily on kirkstall road and the whole 'impovements' going on along there is a bg pain.
