I guess that as its inside the grounds of the power station, it wasn't prone to vandalism.There is another power station down near Nottingham that also has a similar society in its grounds.

Maybe they were offered better security on the new site and couldn't find anything better closer to the original site. I read about the history of the railway on their website and it seems as if they suffered from vandalism on the Temple Newsam site both in the early days and also when they tried to revive the railway in more recent times. I expect their main interest is in running their locos around a track rather than provide a tourist attraction (although that would be a bonus), so they can do without the hassle of arson attempts and lifting of tracks.I wish I'd been old enough to see the railway at Temple Newsam - I would have loved it! Edited to add: Liits posted while I was writing - we seem to agree about the possible reason for the take-up of the new site.
