Help please where is this building in Leeds.

I have this photo in my collection but I cannot recall the location. It was taken in the centre of Leeds on April 13 2017. It has the Leeds Coat of Arms and motto so it is, or may once have been, a council building. Information I can make out on the right states it is Private Property and Staff Parking Only. I would be grateful for any help.

Thanks pauloforange1for your help which is greatly appreciated. I would not have recalled where I took it but I do now! It is by an unnamed side road off King Street to near (but not joining) Quebec Street.
PS. I've now found on its website that it is called 'The Met Hotel' though it still has its old name Metropole Hotel on its King Street front (actually it confusingly states there 'Metropole Hotel Metropole'.
