I think that it was called the City Arms, then later the Brougham's Arms and then the Duck and Drake. At some stage it was also called the Horse and Groom.

Addendum - I have got this wrong. The Brougham's Arms/Duck and Drake building is further down Kirkgate towards the railway viaduct and the Parish Church (Minster). I knew that I had seen the 'City Arms' somewhere in Kirkgate but this has now been cleared up by buffaloskinner's helpful post and maps.

Borough Arms and Broughams Arms were not the same, the latter was further down Kirkgate, near the present railway bridge, and is shown as such on the 1850s 25" OS map, It did indeed become the Duck and Drake (around 1970-80 I think) and is still there.
