Not sure how long it has been in place, seems to be forever,There are two large street cabinets nearby, and a further two cabinets with false street light nearby.

according to
http://www.sitefinder.ofcom.org.uk/ there's a phone mast on street lane just after the junction of devonshire av- I wonder if this is the mast in question? I think by the look of it it's one of them mast's that they try and blend in to the surroundings? lol and here's the other,Its been 'camouflaged' to look like a wooden telegraph pole lol

http://snipurl.com/evx9i(I'm sure when I first looked at this it was a neat little hyper-link??)Interesting you've found a sitefinder Brandy, the telcos stopped providing information to most of them a few years ago - I forget why.I think a mobile mast is more likely, the Tetra Coms masts are not usually local low power (and they can cause a lot of problems!).Strange isn't it - how conspicuous they are when they try to make them, inconspicuous!

The Ofcom site is correct, all the cell masts are on Street Ln.I will investigate further, next time will take high powered field glasses and have a close look at the top.

http://snipurl.com/evv0mIm thinking some kind of breather pipe or summet? Wouldn't that have to be on private land though, not the public footway? That doesn't look like either an NTL/Virgin or BT cabinet, more likely a mobile Co I think.
