The owners of Listed Building do have a legal obligation to maintain the building to a standard, hwopever it would be up to the council to pursue the issue and make the owners take action

The Leeds Weekly News carries an article about the Library on the front page as its lead article this week.It reports that the Victorian Society says time is running out for the building and urgent action is needed.A Council spokesman says the Council have and will use powers to protect the building, keeping it secure to avoid antisocial behaviour and, water tight. (Notice the large hole remains in the roof still, with vegitation growing from inside!).It includes a few photos from some Historical Exploration Society ( ), but does at least give a credit for them.

The more they talk the more the building deteriorates the better chance they have to knock it down. I think some grade 11 listed buildings are looked at has a pain in the nether regions by the council.If its there its an expence if not its an income i could be wrong but then again i could be right .
